E.M.S. ORGANISATION:

Le système repose sur des moyens privés et publique. Le service de secours aux victimes appartenait aux pompiers, maintenant ces services professionnels sont autonomes.

Les sapeurs pompiers constituent la clé de voute du système de protection civile auquel sont associés la police, les transporteurs sanitaires et les équipes hospitalière.

Une seule catégories d'ambulance pour les cas urgent (50% des interventions) et non-urgent

code A1: utilisation des avertisseurs car détresse vitale avérée et supposée délais <15 min

code A2: pas d'utilisation des avertisseur, délais de 30 min.

code B : transports programmés

Les véhicules ont normalisés leurs marquage depuis 1999 (nommé SOVAM-stripping) avec des véhicules jaunes avec bandes bleues et rouges.

En cas de gravité de réanimation, pour accouchement ou enfant en détresse vitale, des équipe lourdes sont disponibles, basés dans les hôpitaux.

EMS-system in the Netherlands.
ALL ambulances in the Netherlands are used for emergency and non-emergency calls. Every service/company can decide what kind of ambulance (van or limousine-based) and striping they want. Most ambulance services are changing to the so called SOVAM-striping. An advice from 1999 to let all ambulances look the same. Yellow with red/blue striping. The crew excists of an ambulance driver and a nurse (IC/CCU/anesthesia), both with extra education. Most ambulances in the Netherlands are built on the MB Sprinter Van or Chevrolet Van chassis. Limo-based ambulances are usually built on the MB E-type chassis.

In the Netherlands are about 600 ambulances and there are 24 communication centers who dispatch these ambulances.

For more serious incidents it is possible to get support from an Mobile Medical Team, MMT (more on next page). They are located at 10 trauma-hospitals. They use a car or helicopter (only 4) for transport. Helicopters in the EMS are recent in the Netherlands. There were SAR heli's who incidentely made ambulance/rescue flights. In 1998 the first 2 helicopters were located at 2 university hospitals. The helicopters are located in the next cities: Amsterdam (1995) and Rotterdam (1997), Nijmegen (march 2001) and Groningen (November 2001).

EMS in the Netherlands
Helicopters in the emergency service are recent in the Netherlands. (Exception is made for the SAR. They did ambulance and rescue flights to some islands in the northern part ot the Netherlands). End 1998 the ministry presented a plan to establish 10 trauma-centers to provide 24 hour trauma-care and Mobile Medical Teams (MMT) to support the ambulance crews on incident locations. At 4 trauma-centers also helicopters will be based to transport the MMT.

The air-crew exists of 3 persons including the pilot. Ground-teams can use a separate driver from the FD or ambulance service, or one of the team-members has to drive itself. This depends on the hospital policy. The Mobile Medical Team exists of a medical doctor (anesthesia or surgery) and a trained nurse from the Emergency Room or ambulance and both get extra training/education. In the end of 2001/2002 special cars (MB V-klasse) were available for these MMT.

OVD (Officer on Duty)
At a scene with 2 or more ambulances the dispatching will also send an OvD to the scene (Not for cardiac arrest). The OvD is the coordinating person on scene with fire dept. and police. Their cars are different in each region.

Motorcycles.
Like all other big cities in the world the ambulance services have to deal with traffic jams and other traffic problems. Some cities in the Netherlands are using (or used?) ambulance-nurses with motorcycles like other countries
